Estimated demand isn't it?

A system that issues electronic certificates for My Number Cards operated by the Local Government Information Systems Organization (J-LIS) has caused problems nationwide. It is said that it is difficult to connect from the "integrated terminal" installed by local governments nationwide, and the operation is slow, so it is not possible to update the digital certificate, issue a new one, or set a password.

The wide area network provided by each telecommunications company should have a good cost (operating budget / tax burden), but it can only be said that the demand estimate (requirement definition & design & line speed change according to demand increase) is loose. (Specifications that are completely unsuitable for the government's "three digital principles" even after deducting the influence of corona)
